Brussels. Pretty extraordinary day. My main message for the NATO lot was that a military campaign had to be founded on simple concepts, and so did any supporting media campaign; that they should not be having to deal with media the whole time and needed to let professional media advisers take the strain so they could concentrate on the military; that the morale and effectiveness of the operation could be enhanced by the feeling of a strong and coordinated media message going out around the world. On the train back, I wrote up the meetings with Solana, Wes Clark, etc and then prepared a detailed plan to put to TB, CDS, GR, RC, etc. TB discussed it with Bill C, who said he thought I should base myself there until it was over. I told TB he was right to be anxious. They did not feel like they were in charge of a winning campaign. They felt they had hands tied behind their backs, and they struck me as a bit desperate and demoralised. I felt that Clark would be in a bad way if it went on too long like this. TB said we are going to have to take this show over.
